An indictment unsealed Friday accuses Wesam El-Hanafi of traveling to Yemen to meet with members of Al Qaeda in February 2008. Prosecutors say he later took an oath of allegiance to the terror group.
Federal prosecutors in Manhattan also accused Sabirhan Hasanoff of "performing assignments" for Al Qaeda in New York.
The men were to make an initial court appearance in Virginia Friday afternoon. The names of their lawyers were not immediately available.
